Sri Lanka High Commission in Ottawa

ASSUMING THE VICE CHAIR OF IORA FOREIGN MINISTER PEIRIS CALLS FOR COLLECTIVE ACTION TO SAFEGUARD MARITIME SHIPPING LANES AND OCEAN SPACE FROM POLLUTION RELATED DISASTERS AT THE 21ST COUNCIL OF MINISTERS MEETING IN DHAKA

Foreign Minister Prof. G. L. Peiris, accepting the charge of the   Vice-Chair position of the Indian Ocean Rim Association at the 21st Council of Ministers Meeting held in Dhaka called for collective action to safeguard the maritime shipping lanes and ocean space from pollution related disasters.

Referring to the MV-X Press Pearl disaster in May 2021, involving plastic nurdles, hazardous and noxious materials, Minister Peiris stated that the environmental impact was not only felt in Sri Lanka but with possible long-term repercussions on marine environment beyond Sri Lanka waters. Emphasizing the importance of regional cooperation in maritime safety and security, Minister Peiris stated that Sri Lanka will take the lead in proposing collective action that could avert or mitigate such disasters that have long term repercussions not only on the environment but also livelihoods – a critical concern for all Member States. He also called   on the global community to establish a fund to recover environmental damage and losses considering the magnitude of the consequences of such incidents. He thanked all Members States who extended their support to mitigate the environmental impact of the disaster.

Congratulating the Government of Bangladesh on the assumption of leadership of IORA, Foreign Minister Peiris stated that Sri Lanka unreservedly has placed its   confidence   in Bangladesh leading IORA in the next two years   which is crucial given the ongoing pandemic.   He also thanked the Government of the United Arab Emirates for its excellent work and resilience in steering IORA during its tenure. He also thanked the outgoing past chair, the Government of South Africa for enriching collective decisions as a member of the Troika and the Acting Secretary General and his staff for their tireless work  done  during the absence of a Secretary General.

The Foreign Minister of Sri Lanka, commenting on the theme  selected by Bangladesh for the period of its Chairmanship: “Harnessing  opportunities of Indian Ocean sustainably for inclusive development”, stated  that the Indian Ocean is the third largest, covering an area of more than 70 million sq km, and that the  world is witnessing  mounting competition in the Indian Ocean rim over oceanic resources. He stated that this  highlights the need for regional mechanisms, which could guide countries in the region to cooperate and engage peacefully in harnessing the prospects in a more sustainable manner and  IORA working on an overarching vision on this key thematic area, which is imperative for the promotion of a sustainable ocean economy.

The Minister alluding to “Vistas of Prosperity and Splendor”, the vision statement of President Gotabaya Rajapaksa of Sri Lanka,  stated that the  use of ocean resources in a sustainable manner under the concept of a blue-green economy is a cornerstone of Government policy. Referring  to a speech made by the President at the UN Climate Change Conference (COP-26) in Scotland, the Minister further stated  that sustainability is at the heart of Sri Lanka’s national policy framework,  and is shaped by Lord Buddha’s teachings, which places great value on environmental integrity.

Speaking on COVID-19, the Minister stated that Sri Lanka remains deeply concerned by the unprecedented challenge for the whole of humanity in the face of the COVID-19 pandemic which led to catastrophic health impacts and devastation of economies, especially in the tourism sector.

He stated that Sri Lanka has embarked on a new journey to resuscitate tourism, and has opened its doors for tourists, while taking every possible measure to ensure the wellbeing of the people. He acknowledged that tourism has immense potential for growth and development and contributes to the economies  of Member States.   He stated that Sri Lanka is confident that the global community will come together to address the challenges posed by this pandemic and build economies in dynamic ways.

Welcoming the Russian Federation as the newest Dialogue Partner to IORA, the Foreign Minister   requested Member States and Dialogue Partners to continue to deepen cooperation to address the region’s challenges and to seize the many opportunities for shared progress.

Acting Director General, Economic Affairs (Multilateral) Anzul Banu Jhan from the Foreign Ministry led the Sri Lanka Delegation at the 23rd IORA Committee of Senior Officials Meeting which preceded the   Council of Ministers Meeting.  The delegation to the  21st Council of Ministers Meeting also comprised of Sri Lanka High Commissioner  to Dhaka   S D S Seneviratne; Acting Director General, Economic Affairs (Multilateral) Anzul  Banu Jhan; Deputy High Commissioner Ruwanthi Delpitiya; and Media Secretary  to Foreign Minister Buddhika Wickremadara.

SEVA VANITHA UNIT OF SRI LANKA MISSION IN GENEVA DONATES COVID-19 MEDICAL EQUIPMENT

The Seva Vanitha Unit of the Sri Lanka Mission in Geneva comprising staff members and spouses through various fund raising activities collected the necessary funds and donated 8 Oxygen Concentrators to be used in government hospitals in Sri Lanka treating Covid-19 patients.

The donation was presented at a ceremony held at the Foreign Ministry in Colombo. Foreign Secretary Admiral Prof. Jayanath Colombage handed over the donation to State Minister of Production, Supply and Regulation of Pharmaceuticals Prof. Channa Jayasumana and Secretary of the State Ministry Dr.R.M.S.K.Rathnayake.

State Minister Prof. Channa Jayasumana who accepted the donation appreciated the efforts of the Mission staff members and spouses to raise funds to save lives during the Covid-19 pandemic in Sri Lanka.

FOREIGN MINISTER G. L. PEIRIS CALLS ON PRIME MINISTER OF BANGLADESH

Foreign Minister of Sri Lanka Prof. G. L. Peiris called on Prime Minister Sheikh Hasina at her office in Dhaka, Bangladesh.

Minister Prof. Peiris briefed the Prime Minister of Bangladesh on Sri Lanka’s success in containing the COVID 19 pandemic and on a wide range of current issues. Particular attention was paid to progress towards a Preferential Trade Agreement – in respect of which negotiations at the official level have already commenced – and cooperation in the field of shipping. The Prime Minister described to Minister Prof. Peiris initiatives taken by her government to embark on an extensive digitization programme, and to enhance the disposal income of farmers. Increased airline connectivity between Colombo and Dhaka, and tourism sectors was also discussed.

Minister Prof. Peiris in Dhaka to assume the Vice-Chair of IORA, at the 21st Meeting of the Council of Ministers.

The Government of the Kingdom of Thailand with the concurrence of the Government of Sri Lanka has appointed Mr. Poj Harnpol as the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Thailand to Sri Lanka in Succession of H.E. The Government of the Republic of South Africa with the concurrence of the Government of Sri Lanka has appointed Mr. Sandile Edwin Schalk as the High Commissioner of the Republic of South Africa to Sri Lanka in Succession of H.E. The Government of Japan with the concurrence of the Government of Sri Lanka has appointed Mr. Hideaki Mizukoshi as the Ambassador Extraordinary and Plenipotentiary of Japan to Sri Lanka in Succession of H.E. FOREIGN MINISTER PEIRIS MEETS FOREIGN MINISTER OF BANGLADESH

Foreign Minister Prof. G.L. Peiris today (15/11) met the Foreign Minister of Bangladesh Dr. A.K. Abdul Momen at the State Guest House Padma in Dhaka.

Foreign Minister Peiris recalled the visit of Prime Minister Mahinda Rajapaksa who visited Bangladesh in March 2021 for the joint celebration of the 100 Birth Anniversary of Bangabandhu and the Golden Jubilee of the Independence Celebration of Bangladesh and that the discussions were very fruitful and the Prime Minister appreciated all aspects of his visit.

The Foreign Minister expressed warm appreciation for the consistent support which Sri Lanka received from Bangladesh in international fora especially the Human Rights Council and the CMAG (Commonwealth Ministerial Action Group) of which the previous Foreign Minister who is the current Education Minister of Bangladesh was the Chair.

The two Ministers also discussed the active commercial relationship between the two countries with Sri Lankan investment into Bangladesh being in the region of approximately 2.5bn USD. About 110 Sri Lankan companies are operating here and are excelling especially in the services sector such as insurance, banking and power sectors. However, there is scope for improvement of the volume of trade which is presently at the level of 200 mn USD annually.

Sri Lanka is keen on a Preferential Trading Agreement with Bangladesh and is happy that Technical negotiations have commenced and are proceeding.

There is particular interest in cooperation in the field of shipping because of Sri Lanka’s focus as a shipping hub and would like to strengthen the cooperation between the ports of Chittagong in Bangladesh and the ports of Colombo and Hambantota.

Emphasis was made in particular on the feeder services and coastal shipping arrangements. Cooperation between Bangladesh and Sri Lanka regarding a transshipment hub would be beneficial to Bangladesh because of the reduction of time and nautical miles.

The Foreign Minister said that a substantial number of Sri Lankan students are receiving their education in Bangladesh with Chittagong being popular among medical students.

Sri Lanka has reciprocally offered to assist with the training of nurses of Bangladesh in educational institutions in our country.

In regard to tourism, direct connectivity between Colombo and Dhaka is helpful and the Bangladesh Minister intimated the interest of a private Bangladesh airline in operating flights to Colombo.

The two Ministers discussed in detail cooperation between the two countries, within the framework of the IORA with particular reference to conservation of marine resources and security dimensions.
