Application for an Emergency Travel Documents (NMRP)

An emergency travel document, valid for up to six months, may be issued to a Sri Lankan citizen only for the purpose of returning to Sri Lanka in an emergency. Please note, this document cannot be used for travel to other countries or for any other purpose.

  • Loss of original passport
  • Expired original passport

Documents Required:

  1. Letter requesting Emergency Passport: The letter should state the nature of the emergency and include supporting proof (e.g. a doctor’s note, hospital note, or death certificate).
  2. Completed application form: Click here for the (Click here for Application form K)
  3. Three photographs: Color photographs (3.5 cm x 4.5 cm) as per the application guidelines.
  4. If Passport  has expired, original  passport
  5. If Passport  is lost,  copy of Passport
  6. Birth Certificate (original)
  7. National Identity Card (optional),  if  not  submit a letter stating   the reason
  8. Police Report (if passport is lost in Canada)
  9. Citizenship Certificate (if the applicant is a citizen by registration)
  10. Proof of status in Canada (Visa/PR/Work Permit)
  11. Confirmed air ticket

Charges:

CA$ 100

Payment via money order or bank draft drawn in favor of “High Commission of Sri Lanka”

Additional CA$ 20 if  the applicant wishes to receive the Emergency Passport by mail, or alternatively, enclose a pre-paid Express Post Cover (envelope) with the correct postal address in order to return the documents

Note: Personal cheque is not accepted.

Processing Time:

  • The application will be processed only after receiving approval from the Department of Immigration & Emigration of Sri Lanka.

Instructions for Filling  the Application:

  1. Application Form should be filled out in BLOCK letters.
  2. Submit three photographs in the specified size, with signatures in the space provided immediately below the photographs.
  3. Photographs, signatures, and declaration  must be attested by a Notary Public/Medical Practitioner/Solicitor/Chief Incumbent of a Sri Lankan temple/University Professor residing in Canada.
  4. Photographs should be clear, good quality, recent, without spectacles, and with ears visible.
  5. Submit both original documents and one set of photocopies of all required documents.

Important Notes:

The High Commission is not responsible for any documents lost in the post.

Submission of forged documents or false declarations regarding citizenship is a punishable offense. Fees will not be refunded in such cases.

Incomplete applications will be returned.

Sri Lankan Citizens who have applied for or gained refugee status or asylum are not entitled to a Sri Lankan passport. However, temporary travel documents may be issued for the sole purpose of returning to Sri Lanka, to the following categories:

Applicants who have withdrawn their refugee or asylum applications.

Individuals who have given up their refugee or asylum status and wish to return to Sri Lanka.

Individuals whose asylum or refugee applications have been rejected by the Canadian government.

Please Note: As the Department of Immigration and Emigration of Sri Lanka holds the authority for passport issuance, the High Commission will initiate the issuance of the NMRP passport once the department’s approval is received.
